The Issue Is the Primitive. Running companies of humans and agents on Linear’s model

The best operating system for a company of humans and agents already exists, and it looks like an issue tracker.

01 / THE REAL BOTTLENECK

I have spent a long time on long-horizon agents. My conclusion is unglamorous. Agents rarely fail at the step. They fail at the thread: what was decided, by whom, what is blocked, what done means. That state has to live somewhere other than the model’s context.

02 / LINEAR’S PRIMITIVES

Linear is built on a handful of concepts. Issues are the unit of work. Teams own workflows, the ordered statuses an issue moves through. Triage is where new work is reviewed before it is accepted. Projects group issues around an outcome, milestones mark stages, initiatives hold the why. Cycles give a team a cadence. Views are lenses on the same work.

Read that list again as an agent architecture. Issue: a bounded task with its own context and history. Workflow: a state machine. Triage: an admission gate. Project and initiative: a goal hierarchy. Cycle: a heartbeat. View: a query over shared state. It is all there.

03 / ASSIGNED VERSUS DELEGATED

The detail that convinced me is how Linear added agents. An issue can be assigned only to a person. It can be delegated to an agent. The human stays accountable while the agent acts. Their own guidelines say it plainly: an agent cannot be held accountable.

It echoes a 1979 IBM training slide that still circulates: a computer can never be held accountable, so a computer must never make a management decision. Delegation puts that rule in the data model instead of a policy document.

04 / MEMORY OUTSIDE THE MODEL

OSWorld 2.0 found that agents forget what they learned early when task state lives only in their compressed reasoning. An issue is the fix. It is memory outside the model: written down, versioned, shared. Any agent can pick it up cold. Any human can audit it.

Conway’s law says organisations ship systems that mirror their communication structure. If agents communicate through issues, the company mirrors its tracker. That is a feature. The structure becomes legible.

05 / THE PLAYBOOK

My working rule. Every unit of agent work is an issue. Every agent has a human owner. Every team owns its workflow. Nothing enters without triage. Scale comes from adding agents under that grid, not from giving one agent a bigger context window.

The tracker stops being a to-do list. It becomes the company.
